HTI5 The bullet points

The final HTI-5 rule is out and available in PDF form.  It should show up in the Federal Register in a day or two.
  • I was remarkably surprised that ONC didn't cut everything originally proposed in HTI5.
Only 15 of cuts proposed were retained.
Response to the rule was remarkable in that commenters saw value in what was present and in the CEHRT program overall.
  • C-CDA was given a terminal diagnosis but still has three more years of life in the rule.
The conformance requirements have been simplified. They were only necessary to get folks to get it right, and now that they've done so, it will stay that way for a bit.
  • A lot of non-functional compliance requirements were kept:
    • Privacy, Security, QMS, Accessibility emerged unscathed in the new rule.
    • Safety Enhanced Design was kept but shifted to attestation only.
  • FHIR isn't quite here and ready to replace the other standards in CEHRT.
At least that's my reading of the other comments.
  • The Decision Support Model card did die, but may come back in the future when there's a better or more established way to handle it.
